Fiji hotels and resorts: Cloudbeds folios, restaurant tills and the 5% TST, all VMS-compliant

Accommodation businesses in Fiji now issue their guest invoices through the FRCS VAT Monitoring System, and since 1 September 2026 many of them also charge the 5% Tourism Services Tax. FiscoBridge fiscalises Cloudbeds folios at checkout, runs the restaurant and bar tills, and puts both taxes on every receipt, so the front desk keeps working the way it does today.

In short

Hotels and resorts in Fiji need three things: guest folios fiscalised through VMS, tills in the restaurant, bar and spa that do the same, and the 5% TST shown separately from the 12.5% VAT on every receipt. FiscoBridge covers all three with one certificate per property: the Cloudbeds integration for folios, Desktop POS for the outlets, and tax label H for TST built in.

2026 obligations

What changed for accommodation in 2026

FRCS phased accommodation into the VAT Monitoring System in two groups. The larger operators, those with annual sales above FJD 5 million, were due to register by 30 June 2026 and to be issuing fiscal invoices by 30 September 2026. From 31 December 2026 FRCS switches off VMS version 2, so any property still on an older setup needs to move to version 3 before then.

On top of VMS, the Tourism Services Tax started on 1 September 2026. It is 5% on prescribed tourism services, applies to businesses whose turnover from those services exceeds FJD 2 million a year, and must be shown as its own line on the invoice. In the VMS it is tax label H, and FRCS requires every POS and sales data controller used by a tourism business to support it.

Put simply, a Fiji hotel today needs a VMS version 3 fiscal invoice for every guest, with VAT on label G and TST on label H where it applies, from every place a guest can pay.

Property management

Cloudbeds folios fiscalised at checkout

If your property runs on Cloudbeds, the guest folio is the legal invoice, so that is what FiscoBridge fiscalises. You connect your Cloudbeds account once, upload the FRCS certificate for the property, and choose when each folio should be fiscalised: when the guest checks out, which is the default and gives a receipt for the completed stay, or as soon as the folio is created if you need the fiscal document up front.

Room charges become line items with the number of nights as the quantity. Extras posted to the folio come through as their own lines. If the reservation carries the guest's tax ID, it is sent as the buyer ID so corporate guests can claim the VAT. After fiscalisation, FiscoBridge writes a note on the reservation with the invoice number and verification link, and attaches the A4 fiscal receipt with its QR code, so reception can print or email it from Cloudbeds.

Cloudbeds notifies FiscoBridge in near real time, and FiscoBridge also checks the property every 15 minutes for checked-out reservations, so a folio is not missed if a notification does not arrive. Each connection covers one property; a group with several resorts sets up one connection per property. The full setup, including how to name your Cloudbeds taxes, is on the Cloudbeds integration page.

Every point of sale

Front desk, restaurant, bar and spa on one setup

FRCS looks at every place a guest can pay. Walk-in diners, bar tabs settled on the spot, spa treatments and gift shop sales are not on a folio, so they need their own fiscal receipt at the point of sale. FiscoBridge Desktop POS handles those outlets with table service, kitchen printing and split bills, and signs each receipt through the accredited sales data controller built into it.

A charge posted to the room is different: it goes onto the folio and is fiscalised with the folio at checkout, not twice. The practical rule is one fiscal receipt per payment, wherever the payment happens, under the property's certificate.

Properties with several locations or trading entities can read how to structure certificates and outlets in One Fiji business, multiple locations.

Tourism Services Tax

The 5% TST on the receipt

TST and VAT are both calculated on the price of the service, not on each other. A FJD 100 room night carries FJD 12.50 of VAT and FJD 5.00 of TST, for a total of FJD 117.50, and the receipt must show the TST as a separate amount. Use the Fiji VAT calculator to check the VAT part of any price. In the VMS that is done by giving the item two tax labels, G for VAT and H for TST; the sales data controller works both taxes out from the inclusive price and prints them separately.

FiscoBridge already carries label H. In Cloudbeds you name the tax H at 5% and apply it to the rates and charges it covers, which are typically accommodation, room service, laundry, telephone charges and refreshments on the guest bill, plus qualifying bar sales, inbound tours and water sports. In Desktop POS the label is set on the product. Items that are not tourism services, such as a commercial rental, simply do not get the label.

Two details trip people up. TST follows the booking date, so a stay booked before 1 September 2026 is not subject to it even if the guest arrives later. And deposits attract TST in proportion as each payment is received, which is one reason to fiscalise folios at checkout rather than at creation.

Other systems

Not on Cloudbeds?

Smaller properties that invoice from the office can use FiscoBridge Web Invoicing, which issues fiscal invoices from a browser with no installation. Properties that invoice guests from accounting software can connect Xero or MYOB instead. Larger operators with a different PMS or a central reservation system can connect it through the FiscoBridge API, either to a local sales data controller on site or to the cloud signing service; the POS to SDC protocol guide describes the integration.

Connectivity

When the island connection drops

Outer-island resorts lose their link more often than city hotels, and the design accounts for that. The Cloudbeds integration runs in the cloud, so it needs Cloudbeds and FRCS to be reachable, not your property's connection. Desktop POS in the restaurant and bar runs with a local sales data controller: receipts are signed on the spot and reported to FRCS when the connection is back. Working offline is a normal, supported mode of the SDC, not an outage, and the guest still gets a valid fiscal receipt with its QR code.

Pricing

Pricing for Fiji properties

The Cloudbeds integration is priced per property by the number of folios fiscalised each month. Prices are in FJD and include VAT. Pick the plan that covers your busiest month: when a plan's monthly cap is reached, fiscalisation pauses until you upgrade, and there is no overage billing.

Professional

Up to 10,000 folios a month

$1,999.00 FJD a year

That is $166.58 a month, billed once a year. Monthly billing: $219.00 a month.

Restaurant, bar and spa tills are licensed separately as Desktop POS, one licence per till. Test the Cloudbeds connection first with training invoices: no payment details are needed to set up and test, and going live needs a paid plan.

FAQ

Frequently asked questions from Fiji hotels

Both. The Cloudbeds folio stays as it is, and FiscoBridge attaches the fiscal receipt PDF with the FRCS verification QR code to the reservation. Reception prints or emails it with the folio. For walk-in sales, Desktop POS prints the fiscal receipt directly.

With the default checkout trigger, the folio is fiscalised once the stay is checked out or the balance reaches zero, so all payments for the stay end up on one receipt. Deposits taken well before arrival can be fiscalised as advance payments through Web Invoicing and settled against the final receipt.

Not if they trade under the same taxpayer. One FRCS certificate per property can sign the Cloudbeds folios and the Desktop POS receipts. Separate legal entities, for example a leased restaurant, need their own certificate.

The folio is held back rather than sent with the wrong tax. FiscoBridge posts a note on the reservation naming the tax that could not be mapped, you rename it to the label letter in Cloudbeds, and the folio is processed on the next check. The Customer Portal also flags the integration until the taxes match.

Yes. Connect Cloudbeds with training mode on and folios are issued as training invoices marked "NOT A FISCAL INVOICE", with no payment details needed. Switch training mode off when you are ready; live fiscalisation needs a paid plan.
